The Union government has sanctioned an ₹887-crore project to develop a world-class marina at Mumbai Harbour, marking a significant push to strengthen the city’s maritime tourism and blue economy ambitions.

The project will be executed through a hybrid development model. Under this structure, the Mumbai Port Authority will invest about ₹470 crore to build the core marine infrastructure on an engineering, procurement and construction (EPC) basis, while a private developer will bring in an estimated ₹417 crore to create onshore facilities.

Approval has been granted for the port authority’s investment, and tenders have already been issued. Bids are scheduled to close on December 29, 2025.

Spread across nearly 12 hectares of water area, the marina is designed to accommodate 424 yachts, each up to 30 metres in length. The marine infrastructure will include an approach trestle, a piled breakwater, service platforms, pontoons and gangways, aimed at ensuring safe and efficient yacht berthing and operations.

Beyond infrastructure creation, the project is expected to generate more than 2,000 jobs across marina management, cruise services, hospitality and related sectors. It also seeks to promote greater private sector participation in coastal infrastructure while improving public access to Mumbai’s waterfront.

Union Minister for Ports, Shipping and Waterways Sarbananda Sonowal said the marina would deliver international-standard facilities, open up the harbourfront for public use, attract private investment and create new employment opportunities. He added that the project would help establish Mumbai as a global maritime tourism hub and support India’s wider blue economy objectives.
