Construction of new fishing harbour at Vizhinjam to start in October

The construction of a new fishing harbour at Vizhinjam is set to begin in October 2025, with the Harbour Engineering Department preparing to float a tender this month for a 250-metre seaward breakwater to be built at a 45-degree angle under Package 2 of the project, at a cost of ₹125 crore. This phase forms part of the ₹271-crore harbour project approved by the Kerala state cabinet in March 2025.

Package 1, awarded to Adani Vizhinjam Port Pvt Ltd (AVPPL), covers the development of a 500-metre fishing berth and related infrastructure for ₹146 crore. An NGT-appointed expert committee, which reviewed the project last month, was informed that the harbour is expected to be completed by 2027.

Authorities have engaged closely with the fishing community, securing agreement from local church leaders on the project layout. In July 2024, fishermen’s groups visited the Central Water and Power Research Station (CWPRS) in Pune to witness model tests of the harbour design. Ports Minister V. N. Vasavan has confirmed that construction will follow CWPRS recommendations for safety and functionality. A CWPRS draft report, submitted to Vizhinjam International Seaport Ltd (VISL) in November 2024, suggested design enhancements, which could slightly increase project costs.

The new harbour, to be built between the Vizhinjam International Seaport and the existing fishing harbour, will meet international standards and include a jetty, engine and net locker rooms, auction hall, administrative offices, toilet blocks, and a canteen. While the government proposed provision for trawling boats, fishermen opted to continue using traditional vessels. Officials also indicated that Adani Group’s technical expertise may be factored into contractor selection.

Separately, the Harbour Engineering Department has proposed modernising the existing Vizhinjam harbour for ₹98 crore, with potential funding from the Pradhan Mantri Matsya Sampada Yojana.
