Maharashtra has identified Dighi in Raigad district for a proposed ₹20,000-crore greenfield shipbuilding cluster, with Mazagon Dock likely to anchor the project. The move is aimed at building a major maritime manufacturing hub and strengthening India’s shipbuilding base.

Project Plan

The cluster is expected to be developed as part of a wider push to expand shipbuilding capacity in the state. Earlier proposals for Maharashtra’s shipbuilding hub had pointed to multiple locations under evaluation, including Dighi, Nandgaon and Vijaydurg.
Officials have been working on a techno-economic feasibility study to assess the most suitable site and project structure.

Why Dighi Matters

Dighi has emerged as a strong candidate because of its proximity to port infrastructure and industrial land bank. The Dighi Port Industrial Area in Raigad spans more than 6,000 acres and offers multimodal connectivity through road and rail links.
That connectivity could support shipyard operations, ancillary manufacturing and related marine services.

Role For Mazagon Dock

Mazagon Dock is expected to play a central role in the proposed cluster, giving the project institutional strength and technical credibility. The involvement of a major state-run shipbuilder is likely to help attract suppliers, contractors and long-term industrial investment.

Broader Maritime Push

The proposed cluster fits into Maharashtra’s wider effort to position itself as a shipbuilding and marine manufacturing destination. The state has been exploring an integrated hub model that can include shipyards, repair facilities, ancillary units, testing infrastructure and common utilities.
If executed as planned, the project could become one of the largest shipbuilding investments in western India.
