The government has eased licensing requirements for Indian entities in GIFT City that charter foreign-flag vessels for overseas operations, especially when those ships do not call at Indian ports. The move is aimed at reducing compliance burdens for ship-leasing activity and making the IFSC more attractive for maritime finance and vessel leasing.

What the change means

Earlier, an Indian entity chartering a foreign ship typically needed a licence from the Director General of Maritime Administration, regardless of whether the vessel was operating in India or abroad. Under the revised approach, that licence requirement will be relaxed for foreign-flag vessels hired exclusively for overseas runs, a change that industry stakeholders had been seeking.

Support for ship leasing at GIFT IFSC

GIFT City has been positioned as a key centre for ship leasing, with policy incentives designed to build a competitive maritime finance ecosystem. The latest relaxation is expected to strengthen that framework by lowering procedural friction for lessors and operators based in the financial hub.

Wider industry impact

The easing of rules could help Indian leasing entities expand their global reach while keeping vessel financing activity anchored in India. It also aligns with the government’s broader effort to encourage ship leasing, improve ease of doing business, and develop GIFT City as a maritime and financial services destination.

Why it matters

For the shipping sector, simpler licensing can translate into faster deal execution and more flexibility in structuring foreign vessel charters. For GIFT City, the change adds momentum to its pitch as a competitive base for international leasing, financing and related maritime services.
