Hong Kong to adopt ICAO’s guidelines for safe aviation transport of DG

Legislative amendments aimed at aligning Hong Kong’s regulations with the International Civil Aviation Organisation (ICAO) guidelines for the safe transportation of dangerous goods (DG) by air. These amendments will be presented in the Legislative Council on 28th May, with a planned implementation date of 18th July, 2025.

The forthcoming Air Navigation (Hong Kong) Order 1995 (Amendment of Schedule 16) Order 2025 and the Dangerous Goods (Consignment by Air) (Safety) Regulations (Amendment of Schedule) Order 2025 will integrate the most recent ICAO requirements into local legislation. These updates will be based on the 2025-2026 edition of the ICAO’s Technical Instructions for the Safe Transport of Dangerous Goods by Air.

Key revisions introduced by the updated Technical Instructions include the necessity to indicate package dimensions of certain radioactive materials on the DG transport document to streamline cargo loading processes, relocation of notes on permissible DG for passenger carriage to enhance clarity, and adjustments to technical specifications concerning the classification, packaging, marking, and labelling of specific types of DG intended for air transport.

A spokesperson from the Transport and Logistics Bureau emphasized industry support for these legislative changes, emphasizing their collective goal to bolster the secure transportation of dangerous goods by air. Within the scope of air transport, dangerous goods encompass a range of materials such as explosives, compressed gas, flammable liquids, solid chemicals, oxidizing substances, toxic elements, infectious materials, radioactive items, and corrosive substances.
