Kerala to emerge as India’s maritime gateway through blue economy growth

Kerala has the potential to emerge as India’s maritime gateway and unlock vast opportunities in the blue economy, Chief Minister V D Satheesan said, highlighting the state’s untapped potential in ocean-based economic sectors.

The Chief Minister’s statement comes as Kerala leverages its 590-kilometre coastline, which includes one major port at Cochin and 17 classified non-major ports, to support the shipping industry’s and maritime trade’s long-term expansion.

Key potential areas for Kerala’s blue economy

Ports and maritime infrastructure: Development of Cochin as the major port hub alongside activation of minor ports including Kollam, Beypore, Azhikkal, Alikkal and ICD Kottayam

Fisheries and aquaculture: Deep-sea fishing, seafood processing, marine infrastructure and coastal aquaculture sectors

Coastal tourism: Leveraging Kerala’s coastal beauty for sustainable tourism development

Research and innovation: Marine research, technology development and sustainable practices

Port development and logistics: Shipbuilding, logistics, cold chain systems and port infrastructure

The Kerala-European Union Blue Economy Conclave “Blue Tides Kerala EU Conclave 2025” recently concluded at Kovalam, generating investment proposals worth ₹7,288 crore from 28 European investors who signed expressions of interest. The event positioned Kerala as a model for sustainable ocean-based development and a gateway for EU-India cooperation in the blue economy sector.

Kerala Customs has enabled EXIM cargo clearance at minor ports like Kollam, Beypore and Azhikkal, driving blue economy growth and trade facilitation before majors ports like Vizhinjam formally start EXIM operations. A full-fledged Customs office has been established at Vizhinjam with EDI terminals, container scanners and trained personnel ready on site.

The vision is to transform Kerala into India’s leading maritime and coastal economic hub by activating the Blue Economy through full operationalization and sustainable development of all minor ports, ensuring inclusive growth from village shores to global trade routes.
