NLDSL, Punjab Sign MoU to Boost Digital Logistics

NICDC Logistics Data Services Limited (NLDSL) has signed a Memorandum of Understanding (MoU) with the Directorate of Industries & Commerce, Government of Punjab, to accelerate the digital transformation of the state’s logistics ecosystem through the Unified Logistics Interface Platform (ULIP).

The MoU, signed on July 7, 2026, aims to enhance logistics visibility, improve operational efficiency, strengthen inter-departmental coordination and enable data-driven decision-making through real-time exchange of logistics data. Industries, MSMEs, exporters and other logistics stakeholders across Punjab are expected to benefit from the initiative.

Under the partnership, NLDSL will help the Punjab government build a digitally connected logistics ecosystem by enabling seamless data exchange across departments via ULIP. The initiative is expected to improve transparency, speed up policy and operational decision-making, boost logistics efficiency, and strengthen Punjab’s competitiveness as a manufacturing, agricultural and export hub.

ULIP functions as a unified digital gateway for logistics-related data drawn from multiple government systems through API-based integration. The platform currently connects 46 systems across 12 central ministries and departments via 142 APIs, covering more than 2,000 data fields. It has powered the development of over 260 applications and facilitated more than 450 crore API transactions to date.

Following the MoU signing, NLDSL organised an interactive ULIP workshop for senior officials from key Punjab departments, including Transport, Warehousing, Food, Civil Supplies & Consumer Affairs, Public Works, and Civil Aviation. The session focused on identifying state-specific use cases for ULIP to address logistics challenges, improve supply chain visibility and support ease of doing business in the state.

During the workshop, NLDSL showcased its key digital platforms, including the Logistics Data Bank (LDB), Koyla Shakti – Smart Coal Analytics Dashboard, Track Your Transport (TYT), Transport Management System (TMS) and Logistics e-Marketplace (LeMP), demonstrating how integrated logistics data supports asset tracking, operational planning, inter-agency coordination and evidence-based decision-making.

The MoU was signed in the presence of Punjab’s Minister of Industries & Commerce, Aman Arora. NLDSL CEO Takayuki Kano and Punjab Director of Industries & Commerce Jaspreet Singh, IAS, signed the agreement, with Punjab Administrative Secretary for Industries & Commerce Gurkirat Kirpal Singh, IAS, also in attendance.

The initiative is being implemented under the guidance of NICDC CEO and Managing Director and NLDSL Chairman Rajat Kumar Saini, IAS, with the goal of strengthening logistics efficiency through digital integration and collaborative governance.

NICDC is leading India’s industrial transformation by developing greenfield industrial smart cities and plug-and-play infrastructure at the plot level. Building on 20 existing industrial smart cities, it has been tasked with implementing the Bharat Audyogik Vikas Yojana (BHAVYA) — 100 investment-ready industrial parks nationwide with an outlay of ₹33,660 crore — alongside initiatives such as PM MITRA Mega Textile Parks and the India Industrial Land Bank (IILB).

NLDSL, NICDC’s logistics arm, drives digital transformation in the logistics sector through platforms including the Logistics Data Bank and ULIP. Established on December 30, 2015, it is a joint venture between NICDC Industrial Development Trust (NICDIT) and NEC Corporation of Japan.
