Odisha is taking proactive measures to revitalize its maritime industry with a forward-thinking, policy-driven approach. The state is concentrating on modernizing and growing important ports under the direction of the Commerce & Transport department and the Odisha Maritime Board. By creating robust port-linked economic ecosystems, these programs hope to promote coastal prosperity and long-term growth. Both domestically and internationally, Odisha’s maritime trade and logistics network has grown significantly.
The combined cargo handling capacity of non-major ports is currently 80 MTPA. Dhamra Port handled 46.08 MTPA and Gopalpur Port handled 6 MTPA in FY 2024–2025; both ports contributed significantly to the state’s revenue of Rs 306.15 crore. In the meantime, with 150.41 MTPA of cargo handled during that time, Paradip Port Authority maintained its ranking as India’s top major port. Deeper berths and improved port technologies are creating new opportunities for industry, trade, and regional integration.
Odisha is now a vital hub for international trade, improving export-import relations and market access thanks to increased connectivity via the ports of Dhamra and Gopalpur. Domestically, concentrating on improved feeder services and coastal shipping routes has increased connectivity to agricultural and industrial hubs, guaranteeing smooth last-mile delivery of commodities. The state’s commitment to fostering industrial growth through specialized maritime infrastructure is demonstrated by the signing of a concession deal with JSW Utkal Steel Limited for the construction of a captive jetty to handle cargo for its Integrated Steel Plant.
A staggering Rs 2,104 crore would be invested in the project, creating around 3,450 direct and indirect jobs. However, in order to implement the 95 percent equity share transfer to Adani Ports & SEZ, the concession agreement with Gopalpur Ports Ltd. has also been amended.
This will result in an investment of Rs 16,554 crore and the creation of over 5,000 direct and indirect jobs. By utilizing its coastline, the initiatives highlight the state’s strategic, economic, and holistic growth. In addition to a significant emphasis on safety and skill development, Odisha’s marine policy is notable for its emphasis on sustainability, integrated logistics, and network viability. These ports’ innovative emphasis on multi-modal logistics integration is increasing operational effectiveness and setting the stage for the state’s well-thought-out, sustainable port expansion.
The Odisha Maritime Academy and the Crew Training Institute in Chandbali have built simulators to enhance maritime training by giving students practical ship operation experience. In a related effort to improve safety in inland water transportation, the Directorate of Ports & IWT has provided boat owners with approximately 35,000 life-saving equipment, such as fire extinguishers, life jackets, and buoyancy aids, at a 95 percent subsidy.
