Singapore Launches OCEANS-X to Digitise Maritime Connectivity

Platform enables system-to-system data exchange across the maritime ecosystem


Singapore’s Maritime and Port Authority (MPA) has launched OCEANS-X, a new data and API exchange platform designed to enable secure, system-to-system connectivity across the global maritime ecosystem. The announcement was made on 21 April 2026 at Singapore Maritime Week.


OCEANS-X allows maritime companies and government agencies to exchange trusted data directly, supporting integrated digital services, more efficient port operations, and stronger connectivity with partner ports worldwide. The platform can be accessed at go.gov.sg/OCEANS-X, where it currently hosts over 100 APIs and datasets.
One of the first live services on the platform is digital port clearance. Previously, ship masters and agents submitted clearance documents through the portal-based digitalPORT@SG system. With OCEANS-X, shipping companies and agents can now connect their in-house or third-party systems directly to the platform, enabling data required for port clearance to be transmitted automatically to MPA’s digital systems. This reduces manual effort, cuts errors, and speeds up vessel calls at the Port of Singapore.


The platform also facilitates the electronic exchange of ship certificates between Singapore and its partner ports, including those linked through Green and Digital Shipping Corridors. This strengthens certificate verification, reduces reliance on paper documents, and improves port-to-port coordination across global supply chains.
OCEANS-X is designed as an open ecosystem. Industry players, startups, academia, and the public are welcome to develop, integrate, and deploy services on the platform, including analytics tools and AI-enabled applications. Publicly available maritime datasets can also be accessed for research and innovation purposes.
Key datasets available at launch include arrival and departure schedules, vessel positions in Singapore waters, port information and location codes, and port clearance documentation covering access certificates and arrival and departure declarations.
