The Trump administration has released its long-awaited Maritime Action Plan (MAP), laying out a detailed roadmap to revive the US shipbuilding base and expand the US‑flag commercial fleet after decades of decline. The plan, mandated by President Donald Trump’s 2025 executive order on “Restoring America’s Maritime Dominance,” is pitched as a central pillar of his broader effort to counter China’s dominance in global shipping and reduce US dependence on foreign tonnage.

According to the framework described in the fact sheet and related documents, the MAP proposes a Maritime Security Trust Fund and new shipbuilding financial incentives to stimulate private orders at US yards, alongside regulatory changes intended to streamline government procurement and cut what the administration calls “over‑regulation” that has hampered on‑time, on‑budget vessel delivery. It also calls for measures to expand the US‑flag fleet in both international trades and domestic Jones Act routes, strengthen the Maritime Security Program, and support a larger pool of trained US mariners through increased investment in maritime academies and training pipelines.

On the security side, the plan directs the Pentagon to review funding and mobilisation of the reserve sealift fleet to ensure adequate capacity in a crisis, and urges closer monitoring and potential blocking of Chinese-linked investments in strategic ports and terminals, including those linked to the Panama Canal. Lawmakers from both parties have previously backed elements of this agenda, arguing that a more robust US maritime industrial base is vital to national security, though the MAP’s funding mechanisms and impact on shipping costs and trade competition will now be tested in Congress and in implementation.
