UAE Rolls Out MPCI to Boost Maritime Cargo Compliance via ODeX Platform

The UAE, a global re-export powerhouse, has launched the Maritime Pre-Load Cargo Information (MPCI) regulation to modernize trade security.

Overseen by the National Advance Information Center (NAIC), MPCI mandates electronic submission of shipment data for all UAE-bound cargo before vessel loading. This shift enhances pre-arrival risk assessments without disrupting the nation’s trade efficiency.

Freight forwarders, shipping lines, NVOCCs, and logistics providers must now file complete, accurate data within strict timelines. “MPCI strengthens our pre-loading risk assessment while preserving legitimate trade flows,” an NAIC representative said. “It aligns UAE practices with global security standards.”

Industry groups are ramping up support. “We’re guiding members on MPCI requirements and timelines—collaboration is key for a smooth rollout,” said Nadia Abdul Aziz, President of the National Association of Freight and Logistics (NAFL) and FIATA Senior Vice President.

Digital tools like ODeX are central to compliance. The platform, used by tens of thousands of organizations worldwide, streamlines secure data submission, cuts manual errors, and maintains cargo velocity. “Modern regs demand modern tech,” Nowal added.

As MPCI takes hold, it cements the UAE’s role as a secure, tech-driven trade hub. Stakeholders should consult associations and platforms like ODeX for seamless implementation.
