V.O. Chidambaranar Port Authority (VOCPA), an autonomous body under the Ministry of Ports, Shipping and Waterways, has invited open online bids for the turnkey development of a 3 MW Green Hydrogen Plant and Refuelling Station at its premises in Tuticorin, Tamil Nadu.

The project is part of the ministry’s broader objective to develop VOCPA as a Green Hydrogen Hub for green shipping, positioning the port as a key node in India’s push to decarbonise maritime fuel supply chains.

What is the estimated cost and scope of work?

The estimated cost of the project is Rs 81.33 crore, excluding GST. The scope includes design, detailed engineering, supply, civil construction, erection, commissioning and performance guarantee testing of the green hydrogen facility. It covers a 3 MW electrolyser system, hydrogen compressors, storage facilities and a refuelling station with a dispenser capacity of 3.6 kg per minute.

What supporting infrastructure will the tender cover?

The tender also includes development of associated civil and utility infrastructure, such as internal roads, fencing, a control room office and other facilities required to establish the greenfield complex. VOCPA will provide 22 kV power supply and potable water for the facility’s operation free of cost.

What financial requirements must bidders meet?

Bidders are required to submit an Earnest Money Deposit (EMD) of Rs 1.6266 crore, payable online through the Central Public Procurement Portal or through instruments such as an Insurance Surety Bond, Demand Draft, Fixed Deposit Receipt, Banker’s Cheque or Bank Guarantee. Micro and Small Enterprises with valid certification are exempt from the EMD requirement.

What is the project timeline once awarded?

The project development period is 12 months from the 15th day after issuance of the Letter of Award, followed by a seven-year comprehensive operation and maintenance period that includes a two-year guarantee period.

What eligibility criteria apply to interested bidders?

Bidders must have an average annual turnover during the previous three years equal to at least 30 percent of the estimated project cost. Applicants must also demonstrate relevant experience in hydrogen generation plants, chemical process plants, integrated refuelling stations, or electrolyser supply and associated hydrogen operations over the previous seven years. Joint ventures or consortia comprising up to three members are permitted, with the lead partner required to meet at least 50 percent of the required financial capability and hold a minimum 26 percent equity share.

What is the bidding timeline?

Tender documents became available on September 15, 2026. A pre-bid meeting is scheduled for September 24, with bids due by October 6, 2026, at 3:00 PM. Technical bids will be opened on October 7 at 3:30 PM. Bidders must also complete a site visit and upload confirmation evidence with their submissions, and bids will remain valid for 120 days from the opening date.
