VOC Port, Tamil Nadu govt set up JV to develop mega shipbuilding hub at Tuticorin

V.O. Chidambaranar Port Authority (VOCPA) has entered into a joint venture with the Tamil Nadu government to develop a large shipbuilding and heavy industries cluster at Tuticorin (Thoothukudi), marking a significant step in strengthening India’s domestic maritime manufacturing capabilities.

The port authority announced on Thursday that a special purpose vehicle (SPV), National Shipbuilding & Heavy Industries Park, Tamil Nadu, has been incorporated as a 50:50 partnership between VOCPA and the State Industries Promotion Corporation of Tamil Nadu (SIPCOT).

The new venture builds on a Memorandum of Understanding signed in September 2025 in the presence of Union Minister for Ports, Shipping and Waterways Sarbananda Sonowal, and reflects sustained efforts by the Centre and the state to scale up India’s shipbuilding ecosystem.

According to the statement, the proposed cluster at Tuticorin will focus on developing commercial shipbuilding and ship repair facilities, along with allied heavy industries, to enhance domestic capacity and reduce reliance on overseas yards.

The project aligns with the Union Cabinet-backed Shipbuilding Development Scheme, which aims to expand shipbuilding capacity in the country, promote technology adoption, and strengthen maritime infrastructure.

Calling the initiative a major inflection point, VOCPA Chairman Susanta Kumar Purohit said the joint venture represents “a transformative milestone for VOC Port and India’s maritime ambitions.”

Located in southern Tamil Nadu, VOCPA is one of India’s 12 major ports under the Ministry of Ports, Shipping and Waterways. The port handles containerised, bulk and break-bulk cargo and plays a key role in supporting trade and industrial growth in the region.
