Summary

Container Corporation of India has signed an agency agreement with Samudera Shipping Line (India) to strengthen export-import logistics and expand its international shipping business. The collaboration covers sales, bookings, documentation and container management, bringing CONCOR’s inland transport capabilities closer to maritime services used by Indian exporters and importers.

Agreement targets coordinated EXIM services

New Delhi: The CONCOR–Samudera agreement aims to expand containerised cargo business by improving coordination between inland logistics and international shipping.

Container Corporation of India Limited, a Navratna public sector enterprise under the Ministry of Railways, has entered into the arrangement with Samudera Shipping Line (India) Pvt. Ltd.

The collaboration covers sales and marketing, cargo bookings, shipping documentation and container management. These activities are intended to strengthen the connection between CONCOR’s multimodal network and Samudera’s shipping capabilities, supporting more coordinated services for export-import customers.

The agreement adds a commercial and operational link between the two businesses. Its immediate focus is service integration, with opportunities to develop container traffic through closer engagement with customers and better alignment of inland and maritime movements.

Connecting inland cargo with ocean services

For exporters located away from the coast, arranging an overseas shipment involves several connected stages: securing equipment, moving cargo to an inland terminal, organising transport to the gateway port and meeting the vessel’s loading deadline.

Importers face a corresponding requirement to coordinate shipping documentation, container release and onward movement from the port.

The agreement’s coverage of bookings, documentation and container management addresses these interfaces. Better coordination could help customers plan movements across the logistics chain, although the announcement does not quantify transit-time reductions, cost savings or additional cargo volumes.

For CONCOR, the commercial opportunity lies in linking its established inland customer base with shipping services. For Samudera, collaboration with an inland logistics operator offers another channel for reaching cargo owners beyond port locations.

Samudera brings regional shipping connections

Samudera Shipping Line Ltd was incorporated in Singapore in 1993 and forms part of the Samudera Indonesia Group.

Its regional container shipping business serves the Indian subcontinent, Southeast Asia, Indochina, the Far East and the Middle East. Its network includes feeder services connecting regional ports with major shipping hubs.

That regional reach provides relevant background to the Indian agency agreement. Connecting inland cargo aggregation with established maritime networks can broaden the transport options available to businesses trading across Asia and adjoining markets.

The agreement itself does not announce a new vessel service or specify a port rotation. Customers will therefore need to assess available sailings, inland connections and commercial terms for their individual routes.

Earlier PSA Mumbai collaboration provides context

The Samudera arrangement follows other steps by CONCOR to strengthen connections between its inland network and port operations.

On 15 May 2026, CONCOR signed a memorandum of understanding with Bharat Mumbai Container Terminals, operated by PSA Mumbai at Jawaharlal Nehru Port.

That collaboration covered rail-based movement of domestic and cabotage cargo, alongside customs-cleared EXIM containers. It envisaged better use of terminal yard space and rail-handling infrastructure for cargo aggregation, staging and evacuation.

The proposed activities also included scheduled container train services between PSA Mumbai and CONCOR terminals, subject to operational feasibility and regulatory approvals.

The two arrangements address different parts of the same logistics requirement. Port-terminal coordination supports cargo movement through gateways, while shipping agency cooperation addresses bookings, equipment and maritime service access.

Broader maritime ambitions remain separate

CONCOR has also participated in a wider initiative to establish Bharat Container Shipping Line.

An MoU signed on 3 February 2026 brought together CONCOR, Shipping Corporation of India, three major port authorities and Sagarmala Finance Corporation for the proposed joint venture.

Its stated purpose included acquiring, owning, leasing and operating container vessels and related assets for EXIM and coastal trade, supported by the participants’ land transport and port capabilities.

That proposed ownership-based venture is separate from the Samudera agency agreement. Together, however, the developments show CONCOR pursuing closer involvement in the maritime elements of container logistics.

For shippers, the practical measure of the latest partnership will be dependable execution: timely container availability, accurate documentation and inland connections aligned with sailing schedules. Those operational outcomes will determine how effectively the agreement converts cooperation into additional business.
