Summary
Hindustan Shipyard Limited and Kakinada Seaports Limited have signed an agreement to develop shipbuilding opportunities at Kakinada in Andhra Pradesh. The partnership envisages using and upgrading existing slipways and jetty facilities, combining HSL’s shipbuilding expertise with the port operator’s infrastructure to pursue suitable projects.
Agreement brings shipyard and port operator together
The HSL–Kakinada shipbuilding MoU establishes a framework for Hindustan Shipyard Limited (HSL) to undertake shipbuilding activities using infrastructure at Kakinada Seaports Limited’s (KSPL) facility.
The agreement was signed during INMARCO 2026 in Mumbai by HSL Chairman and Managing Director Rear Admiral C. Raghuram and KSPL Chairman and Managing Director K.V. Rao.
Its scope includes the utilisation and augmentation of existing slipways and jetty facilities. The partners will also develop collaborative arrangements to identify and execute major shipbuilding projects, drawing on their respective capabilities and resources.
HSL has positioned the initiative as part of a wider approach to expanding shipbuilding through partnerships and better use of maritime infrastructure. The agreement remains a framework for cooperation, with individual projects requiring further development.
Infrastructure assessment will shape the next stage
The practical starting point is determining how Kakinada’s existing facilities can accommodate HSL’s requirements.
Slipways, waterfront access and berthing facilities are important elements of shipbuilding infrastructure. Their suitability for particular vessels also depends on dimensions, structural capacity, lifting arrangements, supporting workshops and the sequence of construction and outfitting.
Using established assets could offer an alternative route to adding capacity alongside development at HSL’s principal yard. However, the extent of any advantage will depend on the upgrades required and the projects selected.
The commercial significance lies in connecting available waterfront infrastructure with an experienced shipbuilder. Turning that combination into production will require defined vessel specifications, an execution model and an order pipeline.
Kakinada brings an established port platform
Kakinada Deep Water Port was commissioned by the Andhra Pradesh government in November 1997 with an initial quay length of 610 metres. KSPL assumed operations following privatisation in 1999.
The port subsequently expanded its quay infrastructure to approximately 2,500 metres, supporting multiple cargo categories and a dedicated offshore-supply facility serving deep-sea exploration.
Its established cargo base includes agricultural products, minerals, coal and fertilisers. This operating background places the proposed shipbuilding collaboration within an existing maritime and industrial setting rather than an undeveloped waterfront location.
For the port operator, shipbuilding could broaden the activities supported by its facilities. For HSL, the partnership offers an opportunity to examine additional production locations along the Andhra Pradesh coast.
HSL is also upgrading its Visakhapatnam yard
The Kakinada agreement follows significant developments at HSL’s existing facility earlier in October.
On 6 October, Defence Minister Rajnath Singh launched Surya, the first Fleet Support Ship being built by HSL for the Indian Navy. He also laid the keel of the fifth vessel in the series and inaugurated an upgraded Slipway-4 and a 300-tonne Goliath crane.
The strengthened and extended slipway is designed to support the construction and launch of ships up to 45,000 deadweight tonnes. The crane spans Slipways 3 and 4 and supports the handling of heavier blocks used in modern ship construction.
These investments strengthen HSL’s ability to undertake larger and more complex programmes at Visakhapatnam. The Kakinada initiative introduces a separate partnership-based avenue for examining additional capacity.
Wider opportunities for Andhra Pradesh’s supplier network
A parliamentary response in April 2025 identified Kakinada and Visakhapatnam as the principal centres of shipbuilding and repair activity in Andhra Pradesh. It noted that much of the state’s commercial construction involved smaller vessels, while HSL handled larger ships.
The latest collaboration could help connect those existing maritime capabilities more closely. Potential opportunities extend to fabrication, engineering, equipment supply, electrical work and other services required during ship construction.
Those opportunities will depend on projects progressing into contracts and production. The immediate achievement is an agreed mechanism for HSL and KSPL to evaluate how existing infrastructure can support additional shipbuilding activity.
For Andhra Pradesh, the development adds a practical partnership to its maritime ambitions, linking a defence shipbuilder and a commercial port operator around the use of established coastal assets.
