India Completes Locomotive Delivery to Mozambique

The final consignment of ten advanced diesel-electric locomotives has been delivered to Mozambique’s Port of Maputo, completing a landmark Indian Railways export agreement confirmed by the Ministry of Railways on April 20. The locomotives were designed and indigenously manufactured at Banaras Locomotive Works in Varanasi, tailored specifically for Mozambique’s rail network — including heavy-haul capability for the country’s mineral and agricultural freight corridors — and represent a significant validation of India’s ability to supply internationally customised rail rolling stock on commercial export terms.

The delivery is part of a broader pattern of Indian rail exports to Africa, including supply of locomotives to Mali, Niger, and other markets. India’s approach differs from China’s Belt and Road infrastructure model by offering equipment supply and skills development without bundling Chinese contractors or financing conditions that limit recipient country agency. For Mozambique, BLW locomotives built to withstand sub-Saharan Africa’s demanding operational conditions — climate, track standards, and maintenance ecosystem — provide a reliable, cost-effective freight capacity solution for the country’s port-connected rail corridors.

Make in India on the Global Stage

The Mozambique delivery carries domestic significance as further evidence of India’s defence and capital goods export capability. BLW is a production unit of Indian Railways, and its success in exporting to international markets — where locomotives must meet specifications different from the domestic network — demonstrates the scalability of Indian manufacturing expertise beyond domestic needs. RMG exports grew 6 per cent year-on-year in early 2026, driven by pivots toward European and Asian markets. The locomotive export to Africa is a parallel expression of the same diversification dynamic: India expanding its manufactured goods export footprint across geographies to reduce dependency on any single trade corridor disrupted by the West Asia crisis.
