Indian Railways will launch a door-to-door parcel service across eight cities, letting customers book doorstep pickup and delivery through the Rail Parcel App — branded “Ghar se Ghar Tak” — after a pilot run. The service covers Delhi, Mumbai, Kolkata, Chennai, Ahmedabad, Hyderabad, Bengaluru and Pune.

The structure is a genuine shift in the railways’ commercial model. Rather than asking customers to bring consignments to a parcel office, the national carrier will hand the first and last mile to private logistics partners while retaining the trunk haul between stations. For third-party logistics providers, it is a new distribution channel. For shippers, it is a third option between road and air for time-sensitive, low-volume cargo.

How the Model Works

The app functions as a digital marketplace. Customers book consignments, select a logistics provider and pay online, avoiding a trip to railway premises and the conventional paperwork at parcel offices.

The physical movement is split into three legs:

  • First mile. The selected logistics partner collects the consignment from the customer’s address.
  • Middle mile. Indian Railways moves it between stations on scheduled trains.
  • Last mile. A partner delivers to the destination address. Partners may also offer packaging and other value-added services.

Because the platform aggregates multiple logistics providers, the service effectively creates an asset-light network for the railways — parcel volumes fill spare capacity on existing trains without the carrier having to build a collection and delivery fleet of its own.

The Booking Clock

Timelines are tight at both ends, which will shape how shippers plan.

ActivityWindow
Booking opens15 days before scheduled train departure
Last date to book1 day before departure
Partner hands consignment to railway staffUp to 1 hour before departure
Refund of rail freightFull, minus ₹10 clerkage, if cancelled before pickup
First/last-mile refundsPer the logistics provider’s own policy

The one-hour cut-off for handover is the operational pressure point. It means the first-mile leg has to be scheduled with enough buffer to absorb traffic and loading delays — a discipline that road transport, with its flexible departure times, does not impose on shippers.

The refund terms also split along the same seam as the service. Rail freight is refunded in full if a booking is cancelled before the consignment is picked up, after a ₹10 clerkage deduction. Charges for pickup and delivery are governed by each partner’s policy, with terms disclosed at the time of booking.

Festive Season Pricing Already Moving

The launch lands alongside a separate commercial change. Earlier this month, the Railway Board introduced discounted round-trip bookings for parcel coaches ahead of the Diwali-Christmas season, when businesses stock up for the holidays.

Under that circular, parcel aggregators can book a round trip for 1.5 times the one-way fare, cutting the combined freight charge by 25%. It is a targeted discount rather than a blanket reduction across all parcel bookings — effectively a volume incentive aimed at aggregators who can fill both directions.

Read together, the two moves point to a coherent strategy: use private partners to generate demand at the doorstep, and price round trips to keep coaches loaded in both directions. Empty return legs are the structural weakness of any rail parcel operation, and the discount is designed to attack it.

What It Changes for Logistics Operators and Financiers

For the sector, the opportunity and the risk sit in the same place — the interface between partners and the railway.

  • 3PL and aggregator opportunity. Courier companies, surface express operators and freight forwarders gain access to rail’s line-haul economics without owning wagons. Firms already running dense urban pickup networks in the eight cities are best positioned.
  • Liability and insurance. A consignment now travels under at least two contracts. Determining who bears loss or damage across the first-mile, rail and last-mile legs — and how insurance cover responds — will be the most contested commercial question in the model.
  • Working capital. Faster, predictable rail transit shortens the cash conversion cycle for shippers moving stock to distributors, which is directly relevant to inventory financing and channel finance book.
  • Hinterland multimodal logic. For ports, CFS and ICD operators, the service signals a broader direction: Indian Railways is widening its commercial role beyond bulk and container trains into small-lot cargo, which over time competes with road for the same origin-destination pairs.

The competitive benchmark is road. Surface express moves door-to-door on a single contract, with one party accountable end to end. Rail’s advantage is cost per tonne-kilometre over long distances; its disadvantage, for now, is the booking cut-off and the handover risk. Whether shippers shift depends less on freight rates than on whether the partner ecosystem delivers reliably at both ends of the trip.

Frequently Asked Questions

1. Which cities will get Indian Railways’ door-to-door parcel service?
Eight: Delhi, Mumbai, Kolkata, Chennai, Ahmedabad, Hyderabad, Bengaluru and Pune. The service follows a successful pilot and will be booked through the Rail Parcel App, branded “Ghar se Ghar Tak.”

2. Who handles pickup and delivery?
Private logistics partners selected through the app. They manage first-mile pickup and last-mile delivery, and may offer packaging and other value-added services. Indian Railways transports consignments between stations.

3. How far in advance can a parcel be booked?
The booking window opens 15 days before the scheduled train departure, and bookings close one day before departure. Logistics partners must hand consignments to railway staff up to one hour before the train departs.

4. What happens if I cancel a booking?
Rail freight is refunded in full, less a ₹10 clerkage charge, provided cancellation happens before the consignment is picked up. Refunds on pickup and delivery charges follow the individual logistics provider’s policy.

5. Is there a discount for bulk or round-trip parcel bookings?
Yes. The Railway Board has allowed parcel aggregators to book round trips at 1.5 times the one-way fare, reducing the combined freight charge by 25%. The concession was introduced ahead of the Diwali-Christmas season and applies to parcel coach bookings, not all parcel traffic.
