Summary

Commerce and Industry Minister Piyush Goyal says India is on course to achieve $1 trillion in goods and services exports in 2026-27, a rise of nearly 16% over last year’s record, even as global trade growth weakens. Total exports reached $399.27 billion in April-August, up 15.55% year on year.

India remains confident of meeting its $1 trillion exports target for 2026-27 (FY27), Union Commerce and Industry Minister Piyush Goyal said on Thursday, October 8, pointing to strong momentum in the opening months of the financial year despite a slowdown in global trade.

Speaking at the curtain raiser for the 31st CII Partnership Summit, Goyal said early performance had strengthened his conviction. “I am confident looking at the first half numbers that we will get there,” he said, as reported by Business Standard.

How big is the gap to $1 trillion?

The goal is roughly 16% above the previous year’s record. Revised commerce ministry data showed goods and services exports grew 4.6% to an all-time high of $863.11 billion in 2025-26, up from $825.26 billion in 2024-25. Merchandise accounted for $441.78 billion and services for a record $421.32 billion.

The latest official figures, released on September 15, show total exports for April-August 2026-27 estimated at $399.27 billion, a 15.55% rise over $345.55 billion in the same period a year earlier. August alone saw combined exports climb 25.41% year on year to an estimated $82.68 billion.

By simple arithmetic, India must export about $600.7 billion over the remaining seven months to cross $1 trillion. That implies an average of roughly $85.8 billion a month, compared with about $79.9 billion a month so far. Official data for September has not yet been released.

Why does Goyal consider the target achievable?

Goyal acknowledged a tough global backdrop, with world economic growth expected to slip below 3% and international trade projected to grow only 2.5% to 3%. He credited India’s 63 million MSMEs, global capability centres and around 250,000 startups for the momentum, adding that the target reflected the ambition of Indian businesses rather than a government decree.

Citing the Reserve Bank of India’s 7.1% growth forecast announced on Wednesday, he said he expected the economy to expand by more than 7% this year.

How are free trade agreements shaping the outlook?

Goyal said India had concluded nine free trade agreements (FTAs) covering 38 developed countries over the past four and a half years. Together, these partners account for about $60 trillion of global GDP, compared with roughly $10 trillion for FTA partners signed before 2014.

He said the agreements open markets for farm produce, marine products and engineering and electronic goods made by smaller firms, while protecting sensitive sectors such as agriculture, fisheries and MSMEs. He urged the Confederation of Indian Industry (CII) to set up FTA utilisation desks in all its state councils to help MSMEs with market intelligence, rules of origin and overseas trade delegations.

What role will Andhra Pradesh play?

Andhra Pradesh Chief Minister N. Chandrababu Naidu, whose state will host the summit in Visakhapatnam on November 12-13, said an escrow account for industrial incentives would be launched at the event. He outlined a project pipeline that includes 5 GW of additional data centre capacity in Visakhapatnam, a 10,000-acre semiconductor ecosystem in Tirupati and a quantum computer launch at Amaravati in February 2027.

Naidu said the state plans to export green hydrogen and ammonia and to contribute at least 160 GW towards India’s 500 GW renewable energy goal, with about 110 GW already under way. He positioned Andhra Pradesh as India’s gateway to Southeast Asia through integrated port, airport, road and rail links.

What does this mean for trade and logistics?

The export surge has been broad-based on the goods side. Electronic goods exports rose about 30% in the first five months of the year, engineering exports grew more than 20%, and marine product shipments increased over 14%. These are cargo categories that move largely through India’s container ports, making sustained volume growth a key test for port and logistics capacity through the second half of the fiscal year.

Imports are rising in parallel, however. Merchandise imports for April-August reached $363 billion, widening the merchandise trade deficit to $147.09 billion from $123.88 billion a year earlier.
