Mumbai Port Authority (MbPA) has invited global bids for the development of a full-service Mumbai Marina and integrated waterfront assets under a Design, Build, Finance, Operate and Transfer (DBFOT) model.
The project has an estimated cost of Rs 2,922 crore and will be awarded for a 45-year concession period, according to MbPA’s notice inviting tender issued on October 7, 2026.
Marina to offer up to 696 berths
The selected concessionaire will operate and maintain 424 wet berths being developed by the port authority, with provision to expand the facility to 696 berths.
The marina will cover 39.86 hectares of protected water area and approximately 7.30 hectares of onshore land opposite the Domestic Cruise Terminal. The site will have road connectivity to Mumbai through the Eastern Freeway and Atal Setu.
Planned waterfront facilities
The project will include a marina terminal and marina club, sailing school, dry stack and repair yard, along with supporting infrastructure.
The planned development also includes a five-star hotel and tourism business centre. The project provides for a total permissible built-up area of 1,06,000 sq m.
The marina is intended to accommodate yachts and leisure vessels while creating a new waterfront destination and expanding opportunities for tourism and recreational activities around Mumbai’s harbour.
Project to be developed in phases
A senior MbPA official said an earlier tender covering breakwater and offshore works has already been awarded, with construction expected to begin after October 12.
The latest tender covers the onshore services and associated facilities. The official described the marina as one of MbPA’s marquee projects.
