The Captain of Ports (COP) Department, Government of Goa, has floated an e-tender estimated at Rs 27.04 crore under a Public-Private Partnership (PPP) model for the operation and maintenance of the newly built Rs 48.87 crore Captain of Ports Terminal Building in Panaji, management of key existing and upcoming jetties along the Mandovi River, and construction of a new yacht docking station.

The tender (Reference No. COP/TS/F-38/PPP/2026-27/3691) invites eligible private entities or consortia to enter into a 30-year concession, extendable by 10 years, under a Leave and License model.

Key project highlights

The selected concessionaire will operate and maintain the terminal building, which spans approximately 3,205 sq m across its ground and upper floors on Dayanand Bandodkar Marg, Panaji. The facility includes commercial spaces such as a rooftop restaurant with indoor and open terrace dining, an open-air rooftop amphitheatre, a ground-floor cafeteria and three passenger ticketing counters.

The operator will also manage six existing facilities, including the COP main jetty and floating jetty in Panaji, Ferry Ramp floating jetty, Old Goa main and floating jetties, and Betim jetty. Three upcoming floating jetties being developed near Kala Academy, Mahaveer Garden and the Bhagwan Parshuram Statue will be handed over after commissioning.

As part of the PPP scope, the concessionaire will finance, design, build and operate a 200m x 6m concrete floating jetty and mini-terminal near Divja Circle, adjacent to Santa Monica Jetty, within three years. The facility will provide berthing for at least 40 vessels, including three dedicated berthing slots reserved free of charge for coastal police and government vessels.

Commercial terms and safeguards

The concessionaire will pay an upfront fee of Rs 1.20 crore and an Annual License Fee quoted through the financial bid, with a 15% escalation every three years. The concessionaire will pay whichever is higher between the quoted annual fee and 5% of gross project revenue.

Passenger user fees will be capped at Rs 25 per passenger, with a 15% escalation every three years. Berthing fees for vessel operators at the new yacht docking facility will be capped at Rs 30,000 per month, or Rs 15,000 per month if central scheme funding is utilised.

Entities, parent companies or subsidiaries directly or indirectly involved in casino or casino-related businesses will be barred from participating in the tender.

The operator will also be required to comply with ISPS security protocols, deploy AI-enabled facial-recognition CCTV surveillance across all jetties with live feeds shared with COP headquarters, provide round-the-clock security and deploy a minimum 20-knot utility workboat for inspections and emergency response.

Tender timeline

The tender was floated on September 22, 2026. The deadline for pre-bid queries is October 1, 2026, while online bid submissions close on October 23, 2026.

Hard copy technical bids are due on October 26, 2026, with the technical bids scheduled to be opened on the same day. The Earnest Money Deposit has been fixed at Rs 20,00,000.
