Summary

Mumbai Port Authority has invited domestic and international bids for the ₹922.67-crore Viksit Bharat Mumbai Marina at Victoria Dock. The proposed 45-year concession combines yacht berthing with hospitality, sailing, repair and waterfront facilities. Bids close on 15 December 2026, while the authority has already commenced marine infrastructure works.

Marina planned for 604 yachts

The Viksit Bharat Mumbai Marina will be developed through a Design, Build, Finance, Operate and Transfer concession, bringing private participation into a full-service marina and integrated waterfront project within Mumbai’s harbour.

Announced on 21 October, the tender covers a development with 37.3 hectares of protected water area and capacity for 604 yachts at full build-out. Phase I provides for 424 berths.

The project combines facilities for recreational boating with commercial activities on land. Its proposed configuration brings together vessel accommodation, maintenance, training, visitor services and hospitality within a single development framework.

The concessionaire will operate and maintain the marina over the 45-year concession period before transferring the assets to Mumbai Port Authority.

Port authority undertakes marine infrastructure

Mumbai Port Authority has commenced the marine works, including a piled breakwater, an approach trestle of approximately 150 metres and six piled service platforms.

The scope also includes floating pontoons and gangways serving approximately 424 berths, together with capital dredging. Environmental and Coastal Regulation Zone clearances have been obtained for the entire project area.

This allocation of work places the initial marine infrastructure with the port authority, while the private partner will develop landside facilities and expand berthing beyond Phase I.

For prospective bidders, coordination between these work packages will be important. The availability of waterfront structures, access and supporting services will influence how the concessionaire sequences its own development and prepares for operations.

Hospitality, repairs and sailing form part of the plan

The proposed landside facilities include a marina terminal building, an international-standard sailing school and a yacht club.

A yacht repair yard at Haji Bunder, dry-stack storage and a fuel station are also planned, providing services associated with vessel ownership and operation.

The commercial development envisages a five-star hotel, tourism business centre, food and beverage outlets, retail areas and space for boat shows and events.

This mix gives the project several potential sources of business beyond berth occupancy. Vessel servicing, sailing instruction, hospitality and events could serve different customer groups, although their eventual contribution will depend on demand and the approved operating arrangements.

The development therefore presents an opportunity for bidders with complementary experience across marine facilities, construction, hospitality and commercial property operations.

Highest revenue-share offer will determine preference

The procurement will follow a single-stage, two-envelope electronic tender process.

Bidders will compete on the percentage of gross revenue payable to Mumbai Port Authority. The bidder offering the highest share will be designated the preferred bidder.

Participation is permitted through a single entity or a consortium comprising up to four members. This allows companies to combine capabilities when preparing their proposals.

Commercially, the revenue-share structure makes the relationship between projected income, development expenditure and operating costs central to bid preparation. Bidders will need to assess the complete concession business rather than berth charges alone.

The request for proposals, draft concession agreement and feasibility report are available through the e-procurement portal.

Pre-bid discussions begin this month

The deadline for submitting pre-bid queries is 28 October 2026. The first pre-bid meeting is scheduled for 30 October, followed by a second meeting on 25 November.

Final bids are due on 15 December 2026.

These consultations will give prospective participants an opportunity to examine the concession requirements and seek clarification before submitting their offers.

Mumbai Port Authority Chairperson Dr M. Angamuthu positioned the marina as a means of opening part of the working harbour to organised marine tourism, sailing and waterfront services, while retaining a focus on port operations and safety.

Development joins wider waterfront programme

The marina forms part of the authority’s broader initiatives covering cruise tourism, harbour services and the use of port-linked land for city-related activities.

These include the Mumbai International Cruise Terminal, water taxi network and heritage waterfront precincts.

For investors, the immediate opportunity is the marina concession. Its implementation will require coordinated marine and landside development, followed by the establishment of dependable services for yacht users, visitors and commercial tenants.
